In Rwandaβs health sector, most health facility leaders focus primarily on clinical and curative services, as this is their core mandate. When hygiene equipment such as pedal waste bins, scrubs or cleaning tools is provided directly to institutions, a common and understandable tendency is to reduce the already limited hygiene budget and reallocate funds toward urgent clinical needs. Over time, this can unintentionally slow improvements in Infection Prevention and Control (IPC) standards.
Similarly, when such materials are offered to general cleaning providers without structured management systems, there is a possibility that equipment may not be maintained, tracked, or planned for replacement once fully depreciated. This can create discontinuity and reduce efficiency in hygiene service delivery.
